When restarting at any time my PC dose not show the full taskbar display.
when I logoff & Logon it shows the full Display.
i.e Hide icon "Button", Network & volume etc!
* Hide inactive Icons
* Auto-hide taskbar
* Keep the taskbar on top of other windows
are the only features that are set, I have tried turning them off (No Success)
Your Assistance would be much Appreciated

Not sure why...that is a tricky one. You might want to try and run this application. I think it's freeware:

Try right clicking on the taskbar immediately under any icon
select customize notifications and select restore defaults
hopefully this will resolve issues
