I can see this getting worse if Net Neutrality dissappears since that will cause all the small players on the content supply side to get gobbled up by big players who will be able to afford to pay (/strong-arm) the ISPs into handing over whole swaths of names

If you look in most bittorrent, emule, limewire, kazaa type p2p clients you can see the IPs you are dealing with. Apparently if you give the ISPs their "cut" it’s all for sale
